Relationship or just friends?

There is this guy and I really like him. We are neighbors, but he is eight years older than me. (I'm 18, he's 26). He will not start a conversation with any other neighbor except for me. If somebody else talks to him, he will be polite and talk to them, but he will not wave or talk to any of the first, except for me. Everytime we see each other, he waves and asks me how I am. We have made small talk before, like about flowers and stuff like that. He is super nice and caring and so funny! He is perfect for me. I have caught him staring at me a couple times, when I walk and one time even through his rearview mirror haha. But I don't know, should I just get over him and just be friends, or do you think he likes me? I don't know whether or not he likes me or if he is just being friendly. Please be honest!
